The legislation also introduces a broad package of responsible gambling measures, including limits on wager sizes, betting frequency and the types of markets available to players.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" class=\"wp-block-heading\" id=\"how-deep-does-it-go\">How Deep Does It Go?<\/h2>\n\n\n\n<p>Beyond ending online wagering, the bill seeks to narrow the scope of legal betting in Ohio. Under the proposal, wagering on college sports would no longer be permitted, while parlays, player proposition bets and live in-game betting would also be prohibited. Individual wagers would be capped at $100, and bettors would be limited to eight bets within a 24-hour window.<\/p>\n\n\n\n<p>The legislation would further prevent players from funding sportsbook accounts using credit cards or borrowed money, reinforcing a growing regulatory focus on reducing gambling-related financial harm. That restriction follows a separate proposal from the Ohio Casino Control Commission earlier this year, which would independently <a href=\"https:\/\/www.cbssports.com\/betting\/news\/ohio-proposes-amendment-to-ban-credit-cards-as-a-deposit-method-for-online-sports-betting\/\" target=\"_blank\" rel=\"noreferrer noopener\">ban credit card deposits<\/a> across licensed sportsbooks. If approved through Ohio&#8217;s rulemaking process, customers would instead fund accounts using options such as ACH transfers, wire transfers, promotional credits or gambling winnings.<\/p>\n\n\n\n<p>Advertising restrictions also form part of House Bill 971, with lawmakers seeking tighter controls on sportsbook marketing and promotional offers directed at consumers.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" class=\"wp-block-heading\" id=\"the-markets-current-standing\">The Market\u2019s Current Standing<\/h2>\n\n\n\n<p>The proposal comes despite Ohio&#8217;s overwhelming shift toward digital wagering since legal sports betting launched in January 2023. According to the latest figures from the Ohio Casino Control Commission, online sportsbooks generated 98.5% of the state&#8217;s betting handle in May, leaving retail sportsbooks responsible for only a small fraction of total wagering activity.<\/p>\n\n\n\n<p>The financial gap is equally significant. Ohio sportsbooks have generated more than $1 billion in revenue since launch, producing nearly $210 million in tax revenue during 2025 alone. Through the first five months of 2026, sports betting had already generated almost $90 million in tax revenue under the state&#8217;s 20% tax rate, with retail sportsbooks contributing only around $1 million of that total.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" class=\"wp-block-heading\" id=\"what-prompted-it\">What Prompted It?<\/h2>\n\n\n\n<p>Bill sponsors Representatives Johnathan Newman and Beth Lear argue the proposal is designed to strengthen consumer protections rather than expand gambling revenue. Newman criticized what he described as the growing commercialization of gambling addiction, questioning whether increased tax receipts justify broader access to betting.<\/p>\n\n\n\n<p>Lear echoed those concerns, arguing that stronger safeguards are needed to reduce gambling-related harm, particularly among younger people. Several <a href=\"https:\/\/www.bestonlinecasinosites.com\/news\/new-jersey-casino-operators-step-up-safer-gambling-outreach-in-march\/\">other states<\/a> have already been quite active in terms of ensuring player protection, albeit in different ways.<\/p>\n\n\n\n<p>The bill has not yet been assigned to a committee and must still pass both chambers of the Ohio General Assembly before reaching Governor DeWine for consideration.
